Don't attack Hindus in Muslim lands, al-Qaida chief Zawahiri says
LONDON: Al-Qaida leader Ayman al-Zawahri has issued his first specific guidelines for jihad, urging restraint in attacking other Muslim sects and non-Muslims and in starting conflicts in countries where jihadis might find a safe base to promote their ideas.  The document, published by the SITE monitoring service, provides a rare look at al-Qaida's strategy 12 years after the September 11 attacks on the United States and the nature of its global ambitions from North Africa to the Caucasus to Kashmir.

While al-Qaida's military aim remained to weaken the United States and Israel, Zawahri stressed the importance of "dawa", or missionary work, to spread its ideas. "As far as targeting the proxies of America is concerned, it differs from place to place. The basic principle is to avoid entering into any conflict with them, except in the countries where confronting them becomes inevitable," he said.
Those comments are particularly relevant for North Africa, where many analysts believe al-Qaida is using the less restrictive environment which followed the 2011 Arab uprisings to seek new followers, often through local alliances, while avoiding drawing attention to itself by eschewing attacks. "... our struggle is a long one, and jihad is in need of safe bases," Zawahri said in his "general guidelines for jihad" posted on jihadi forums.
Zawahri spelled out where conflict was inevitable, including Afghanistan, Iraq, Syria, Yemen and Somalia. In Pakistan, where intelligence sources believe Zawahri is hiding, he said fighting "aims at creating a safe haven for the mujahideen in Pakistan, which can then be used as a launching pad for the struggle of establishing an Islamic system in Pakistan." Al-Qaida has a strong support network inside Pakistan — its founder Osama bin Laden lived there until his death in May 2011. It also has close ties to the Tehrik-e-Taliban Pakistan, with which the Pakistan government has said it will hold peace talks.

Zawahri cited the need to weaken Algeria — which crushed Islamist militants in a civil war in the 1990s — and spread jihadi influence throughout the Maghreb and West Africa. And, in an apparent nod to those who say al-Qaida's focus on the United States weakens their battle against governments at home, he endorsed the right of militants to fight Russians in the Caucasus, Indians in Kashmir and Chinese in Xinjiang.

Avoid attacking other sects
Founded in 1988 during the Soviet occupation of Afghanistan, al-Qaida has adapted to the Western onslaught against it which followed the September 11 attacks by building a network of alliances and affiliates in Muslim countries around the world. Adept at exploiting conflicts like Afghanistan and Iraq, the Arab uprisings have given al-Qaida a new lease of life — in Syria, for example, fighters loyal to al-Qaida play a powerful role in the opposition to President Bashar al-Assad.
But its indiscriminate violence, including suicide bombings and targeting of Shia Muslims, has made it unpopular among many Muslims. Zawahri called on his mainly Salafist followers to avoid attacking other Muslim sects, and said if they were attacked, they should limit their response to those involved in fighting. They should also leave alone Christians, Hindus and Sikhs living in Muslim lands, respect the lives of women and children and refrain from targeting enemies in mosques, markets and gatherings where they mix with Muslims they were not fighting.
But while affiliates subscribe to al-Qaida's ideology, they are largely autonomous in day-to-day operations, making it hard for Zawahri to control the behaviour of their fighters.  "The biggest theme in Zawahri's document is restraint," Daveed Gartenstein-Ross, a expert at the Foundation for Defense of Democracies, said on Twitter. "This seems to acknowledge the excesses that have tarnished AQ's brand." The document was posted on September 13, according to SITE, although it was unclear when the guidelines were written by Zawahri, whose messages — based on their content — appear to take weeks to be smuggled out from where he is in hiding. Zawahri, an Egyptian, made no specific reference to Egypt, though he said that "in the environs of Jerusalem, the foremost and primary battle is against the Jews."
He had previously been critical of the Islamist Muslim Brotherhood for participating in democracy, and the overthrow of president Mohamed Morsi by the Egyptian army has raised fears al-Qaida would exploit this to encourage conflict in Egypt.  However, noting that al-Qaida would cooperate with other Islamic groups on areas of agreement, he said "our differences with other Islamic groups should not distract us from confronting the enemies of Islam ..."

पाक सैनिकों ने 18वीं बार संघर्षविराम का उल्लंघन किया
17, Sep, 2013,  जम्मू !   पाकिस्तानी सैनिकों ने मंगलवार को जम्मू एवं कश्मीर में इस महीने में 18वीं बार संघर्षविराम का उल्लंघन किया, जिसके बाद भारत एवं पाकिस्तानी सैनिकों के बीच जम्मू एवं कश्मीर में नियंत्रण रेखा पर गोलीबारी हुई। सेना के एक अधिकारी ने यह जानकारी दी। रक्षा प्रवक्ता कर्नल आर.के. कालिया ने आईएएनएस को बताया कि पाकिस्तानी सैनिकों ने जम्मू एवं कश्मीर में नियंत्रण रेखा (एलओसी) के मेंढर सेक्टर में भारतीय चौकियों पर गोलीबारी की। कर्नल कालिया ने बताया, "उन्होंने छोटे हथियारों, स्वचालित मोर्टार का इस्तेमाल करते हुए हमारी सीमा पर निशाना साधा। हमारे सैनिकों ने समान क्षमता वाले हथियारों से जवाब दिया।"
कर्नल कालिया के अनुसार यह गोलीबारी सुबह 8.40 बजे शुरू हुई। रक्षा मंत्रालय द्वारा जारी एक वक्तव्य के अनुसार, पाकिस्तान की गोलीबारी में ढेरी गांव का एक युवक ताज मोहम्मद घायल हो गया। ताज मोहम्मद के कंधे पर गोली लगी। मंत्रालय के वक्तव्य के अनुसार, "पाकिस्तानी गोलीबारी का हमारी चौकियों ने तुरंत और करारा जवाब दिया। हमारी चौकियों द्वारा स्वचालित हथियारों एवं मोर्टारों से की गई जवाबी गोलीबारी के कारण उन्हें गोलीबारी बंद करनी पड़ी।" भारतीय अधिकारियों के अनुसार, पाकिस्तान रविवार से पुंछ जिले में संघर्ष विराम समझौते का उल्लंघन करता आ रहा है। दोनों देशों के बीच नवंबर 2003 में संघर्ष विराम समझौता हुआ था जिसके बाद सीमा के दोनों तरफ हजारों लोगों का जीवन सामान्य हुआ है। साल 2013 की शुरुआत से ही भारत, पाकिस्तान द्वारा संघर्ष विराम के लगातार उल्लंघन की बात कहता आ रहा है। मंत्रालय के अनुसार, पाकिस्तान द्वारा मंगलवार को की गई यह गोलीबारी सितंबर महीने में अब तक 18वीं बार संघर्ष विराम का उल्लंघन कर की गई। इसके साथ ही इस वर्ष पाकिस्तान अब तक 96 बार संघर्ष विराम का उल्लंघन कर चुका है।


कश्मीर में आतंकवादी हमला, 3 की मौत
7, Sep, 2013, श्रीनगर | जम्मू एवं कश्मीर के शोपियां जिले में शनिवार को तीन व्यक्ति उस समय मारे गए, जब आतंकवादियों ने केंद्रीय रिजर्व पुलिस बल (सीआरपीएफ) के एक शिविर पर हमला कर दिया। एक अधिकारी ने यह जानकारी दी। यह हमला श्रीनगर से 55 किलोमीटर दूर गगरान स्थित सीआरपीएफ शिविर पर किया गया। एक वरिष्ठ पुलिस अधिकारी ने आईएएनएस को बताया, "सीआरपीएफ द्वारा की गई जवाबी गोलीबारी में दो आतंकवादी मारे गए। उनके पास से हथियार बरामद किए गए हैं।" गोलीबारी में मारे गए तीसरे व्यक्ति की पहचान नहीं हो सकी है। हमले में एक व्यक्ति घायल भी हुआ है, जिसे अस्पताल में भर्ती कराया गया है। दूसरी तरफ सोपियां कस्बे के स्थानीय निवासियों का कहना है कि मारे गए लोग आम नागरिक थे। घटना के बाद आक्रोशित लोगों के समूहों ने शहर में प्रदर्शन भी किया।



Islamabad: Man linked to Kashmiri separatist leader arrested on 'terror charges'
In the first incident of its kind, a man from Jammu and Kashmir has been arrested by police in the Pakistani capital on terrorism-related charges, according to a media report on Tuesday. Mohammad Shoaib, a relative of senior Kashmiri separatist leader Aasiya Andrabi, was detained when police raided a house in Khayaban-e-Kashmir on the outskirts of Islamabad on Saturday. Another man from Jammu and Kashmir, identified as Syed Irtiqaz Nabi Gilani, escaped during the raid, the Dawn newspaper reported. Gilani is a nephew of Andrabi, who heads the Dukhtaran-e-Millat. The "major development" went "almost unnoticed", the report said. Earlier reports in the Pakistani media had provided details of Saturday's raid but did not identify the person who was arrested. Police are looking into the "international linkages and bank accounts" of both Shoaib and Gilani. Police sources told the daily that Shoaib and Gilani were from Jammu and Kashmir. Gilani is the nephew of Andrabi, whose group's agenda includes the imposition of Islamic law in Kashmir. The link of Shoaib and Gilani with Andrabi was exposed when Indian intelligence intercepted Hurriyat leaders calls after the raid, a diplomatic source told the daily. Shoaib had recently come to Pakistan from Saudi Arabia, police sources said. Gilani had been in Pakistan over the past few months and had been moving around the country. Initially, Gilani had stayed in Muzaffarabad and then went to Abbottabad before coming to Islamabad.



J&K: With change in command set-up, HM takes centrestage
After lying low for years, Hizbul Mujahideen is taking centrestage of Kashmir's militant scene replacing Lashkar-e-Toiba (LeT) as the most formidable militant outfit.  J&K: 5 Hizbul Mujahideen terrorists killed by security forces in Ganderbal  In recent months, it carried out several attacks hinting at increased operational capabilities. J-K Police say all the attacks have been traced to Hizb and they are taking the resurgence seriously and focusing attention on the outfit.
A senior police officer told The Indian Express they are taking Hizb revival seriously. In fact, police top brass discussed resurgence of Hizb and are planning a counter strategy. The resurgence of Hizb started after the outfit made changes to its command structure at Muzaffarabad. Sources say Hizb chief Syed Salah-ud-din looks after militant operations in Kashmir and his deputy Aamir Khan has been replaced by a Pakistani commander, Shamsheer Khan. In the valley, the militant outfit has no operational chief, divisional or district commanders. This, police sources say, is apparently to avoid attention.
Police sources say new educated militant recruits join Hizb and in recent times. If any commander came on police radar, he was immediately recalled to Muzaffarabad. Sources said some years ago, the militant outfit deliberately left space open for Lashkar. They say it is why in the past few years, Hizb didn't take responsibility for attacks by its men. Once a formidable militant outfit with thousands of cadres across Jammu and Kashmir, Hizbul Mujahideen was the first outfit to welcome foreign militants. On Friday, Army had killed five Hizbul militants, all of them foreign, in the Valley.


Pak moves artillery guns to LoC opposite Mendhar
Pakistani troops opened fire in Mendhar and Balakote sectors on Friday night from 11.15 pm to 3 am and in Saujiyan area from 4 am to 4.15 am; the Indian Army gave an equal response  Pakistani troops again opened fire in Pallanwala area of Akhnoor sub division on friday night injuring soldier Amit Singh of 28 Rajputana Rifles, reports said.

On the lines of what they did in Kargil War in 1999, the Pakistan Army has adopted an aggressive posture moving artillery guns along the Line of Control (LoC) opposite Mendhar sector in Poonch district, 230 km northwest of Jammu.  “We have observed artillery movement opposite Mendhar sector. While an artillery battery usually comprises six guns, they (Pak Army) have certainly moved two to three artillery guns opposite Mendhar,” said a senior Army officer.  So far, Pakistan had been using battalion level weapons -- small arms fire and automatics, including rocket propelled grenades and mortars (82 mm) -- drawing similar response from the Indian side, he said.

Though the artillery has not been used by them till now, but possibility of using it (following artillery movement opposite Mendhar) cannot be ruled out, he said. The officer said the use of artillery amounts to war. “We are keeping a constant watch on developments unfolding on the other side and accordingly devising our strategy,” he said.
Heavy shelling by Pak troops in June last year had forced India to eventually move an artillery battalion from Mendhar to the Krishna Ghati sector but it was never used. The stand-off ended only after a Brigade-commander level meeting that paved the way for the resumption of the trans-border trade and travel via Chakan-da-Bagh. The officer also said that senior officers of the Pakistan Army in the past couple of days have conducted aerial and ground recce on the other side of the LoC opposite Poonch, Saujiyan, Mendhar and Hamirpur belts in Poonch sector. Since August 8, the Indian Army has destroyed 15 Pakistani posts and several bunkers opposite Poonch, Mendhar and Hamirpur areas with weapons such as mortars, rocket launchers and automatic weapons, including anti-material guns

कश्मीर में पांच और आतंकी ढेर
01 Sep 2013 जागरण ब्यूरो, श्रीनगर : कश्मीर में सुरक्षाबलों ने लगातर दूसरे दिन भी आतंकवाद के खिलाफ प्रहार जारी रखा। उत्तरी कश्मीर के टंगडार (कुपवाड़ा) में घुसपैठ कर भारतीय सीमा के लगभग डेढ़ किलोमीटर अंदर आ चुके पांच आतंकियों को सेना ने मार गिराया। मारे गए आतंकियों के अन्य साथियों की धरपकड़ के लिए तलाशी अभियान जारी है।
इन पांच घुसपैठियों के मारे जाने के साथ ही वादी में बीते दो दिनों में मारे गए आतंकियों की तादाद 10 हो गई है। शुक्रवार को कंगन में सेना ने हिज्ब के पांच आतंकियों को मार गिराया था।

जानकारी के अनुसार, स्वचालित हथियारों से लैस आतंकियों का एक दल शुक्रवार सुबह टंगडार सेक्टर की ईगल पोस्ट के पास बारिश और धुंध की आड़ में नियंत्रण रेखा पार कर भारतीय क्षेत्र में दाखिल हुआ। सीमा पर गश्त कर रहे सेना की ग्रेनेडियर रेजिमेंट के जवानों ने घुसपैठियों को देखते ही उन्हें घेर लिया। शुक्रवार रात करीब साढ़े नौ बजे घुसपैठियों का जवानों से सामना हुआ। जवानों द्वारा ललकारे जाने पर घुसपैठियों ने फायर शुरू कर वापस भागने का प्रयास किया, लेकिन जवानों ने उन्हें मुठभेड़ में उलझा लिया। शनिवार सुबह चार बजे आतंकियों की तरफ से गोलीबारी बंद हो गई। तलाशी लेने पर चार आतंकियों के शव व हथियार मिले। इसके बाद जब जवानों ने जंगल में दोबारा तलाशी शुरू की तो कुछ आगे जाकर उन पर आतंकियों ने फिर से फायर किया। जवानों ने भी गोली का जवाब गोली से देते हुए एक और घुसपैठिए को मार गिराया।
सेना की चिनार कोर के बीजीएस ब्रिगेडियर जीएस सांगा ने बताया कि मुठभेड़ में पांच आतंकी मारे गए हैं। इनकी पहचान नहीं हुई है, लेकिन यह सभी विदेशी हो सकते हैं। उन्होंने बताया कि मुठभेड़स्थल से छह एसाल्ट राइफलें, 15 मैगजीन, भारी मात्रा में कारतूस, एक दर्जन के करीब हथगोले, पांच पाउच, सेटलाईट फोन आदि मिला है। ब्रिगेडियर सांगा ने कहा कि मुठभेड़स्थल से छह एसाल्ट राइफलों की बरामदगी से पता चलता है कि घुसपैठ करने वाले आतंकी छह थे। इसलिए छठे आतंकी की तलाश में अभियान जारी है।

14 साल बाद कारगिल में फिर गरजी तोपें
 17 Aug 2013  श्रीनगर, जागरण न्यूज नेटवर्क। जम्मू-कश्मीर संभाग के बाद संघर्ष विराम का उल्लंघन कारगिल तक जा पहुंचा है। चौदह साल बाद पाकिस्तानी सेना ने गुरुवार रात कारगिल जिले के द्रास और काकसर इलाके में भारतीय चौकियों पर तोप के गोले और मोर्टार दागे। भारत ने जब जवाबी कार्रवाई की तो पाकिस्तानी खेमे में सन्नाटा खिंच गया। इस गोलाबारी में किसी नुकसान की खबर नहीं है। इसके अलावा पुंछ जिले की मेंढर तहसील में सैन्य और नागरिक ठिकानों पर भी भारी गोलीबारी की। इसमें सेना के तीन जवान और दो ग्रामीण घायल हो गए।
काकसर की चोटियों पर भारतीय जवानों की तुलना में पाकिस्तानी सैनिक ज्यादा अच्छी स्थिति में हैं। वहां से पाकिस्तान श्रीनगर-करगिल-लेह राष्ट्रीय राजमार्ग को सीधा निशाना बना सकता है। पाकिस्तान ने द्रास सेक्टर में सांदो चौकी को निशाना बनाते हुए गोले व मोर्टार दागे। इसके अलावा काकसर इलाके में भी गोलाबारी की गई। सैन्य अधिकारियों ने बताया वर्ष 1999 में हुए युद्ध के बार पड़ोसी देश ने पहली बार कारगिल में गोलीबारी की है। उस समय काकसर इलाके में पाकिस्तानी सैनिकों ने लेफ्टिनेंट सौरभ कालिया और उनकी टुकड़ी पर हमला किया था। छह अगस्त से अब तक लगभग 16 बार संघर्ष विराम का उल्लंघन किया जा चुका है। तीन दिन पहले सोमवार की रात को काकसर में छेनीगुंड चौकी पर भी गोलाबारी की गई थी। भारतीय जवानों ने पहले पाक गोलीबारी को नजरंदाज किया, लेकिन जब सरहद पार से तोपें गरजीं तो उन्होंने भी जवाबी कार्रवाई की। इसके बाद पाकिस्तानी खेमे में चुप्पी छा गई।

उधर, पुंछ जिले में पाकिस्तान ने लगातार सातवें दिन भी गोलीबारी जारी रखी। स्वतंत्रता दिवस पर सुबह पाकिस्तान ने पुंछ की मेंढर तहसील के बालाकोट, मंकोट, हमीरपुर व मेंढर सेक्टर की कई अग्रिम चौकियों के साथ सटे रिहायशी क्षेत्रों में जमकर गोलीबारी शुरू कर दी। राकेट व मोर्टार भी दागे, जो रिहायशी क्षेत्रों में गिरे। यह सिलसिला रात डेढ़ बजे तक जारी रहा। इसमें भारतीय सेना के तीन जवान और दो ग्रामीण घायल हो गए।

किश्तवाड़ में क‌र्फ्यू जारी
किश्तवाड़। नौ अगस्त को हुई हिंसा के बाद शहर में लगाया गया क‌र्फ्यू आठवें दिन भी जारी रहा। स्थिति नियंत्रण में बताई जा रही है, लेकिन तनाव बरकरार है। किसी को भी घरों से बाहर निकलने की इजाजत नहीं है। प्रशासन ने सब कुछ गोपनीय रखा हुआ है। सूत्रों का कहना है कि कुछ लोगों को पुलिस ने पूछताछ के लिए हिरासत में लिया है। क‌र्फ्यू के चलते कई लोगों के भूखे मरने की नौबत आ गई है। बहुत सारे घरों में खाने-पीने का सामान खत्म हो चुका है। लोग एक दूसरे से जरूरी सामान मांगकर गुजारा कर रहे हैं। बाहरी राज्यों से आए मजदूर भी यहां से निकल नहीं पा रहे हैं।


पाक ने फिर 16 चौकियों पर बरसाई गोलियां
 15 Aug 2013  पिछले चार दिनों में पाकिस्तानी सेना ने नौंवी बार संघर्ष विराम का उल्लंघन करते हुए बुधवार को पुंछ जिले के हमीरपुर-बालाकोट और मेंढर समेत 16 भारतीय चौकियों पर मंगलवार रात भर गोलियां बरसाई। भारतीय सेना ने भी इसका माकूल जवाब दिया। वहीं बुधवार तड़के उत्तरी कश्मीर में नियंत्रण रेखा के साथ सटे कुपवाड़ा जिले में जवानों ने घुसपैठ के प्रयास को नाकाम बनाते हुए दो पाकिस्तान प्रशिक्षित आतंकियों को मार गिराया।

सेना के प्रवक्ता एसएन आचार्य ने बताया कि पाकिस्तानी सेना की 605 मुजाहिद रेजीमेंट के जवानों ने रात भर भारतीय चौकियों पर गोलीबारी की। हमले में किसी तरह के नुकसान की सूचना नहीं है।

गोलीबारी बुधवार सुबह छह बजे तक चलती रही। इस बीच भारतीय सेना के जवानों ने कुपवाड़ा में केरन सेक्टर के बगना इलाके में सीमा पार से स्वचालित हथियारों से लैस आतंकियों के एक दल को आते देखा। आतंकी बारिश और धुंध का लाभ लेते हुए नियंत्रण रेखा पर तारबंदी तक आने में कामयाब रहे। मुस्तैद जवानों ने आतंकियों को समर्पण करने की चेतावनी देकर ललकारा। इसके बाद हुए मुठभेड़ में दो आतंकियों को मार गिराया। मारे गए आतंकियों के अन्य साथियों की धरपकड़ के लिए सेना का तलाशी अभियान जारी है।
श्रीनगर। वादी में स्वतंत्रता दिवस समारोह के दौरान किसी भी गड़बड़ी से निपटने के लिए किए गए कड़े सुरक्षा प्रबंधों के बीच कुछ बुर्काधारी युवतियों ने लाल चौक से सटे प्रताप पार्क में पाकिस्तानी झंडे लहराए। साथ ही पाकिस्तानी राष्ट्रगीत भी गाया। इसके बाद पार्क की रेलिंग से झंडे बांधकर वहां से निकल गई। बाद में पुलिस ने दोनों झंडों को वहां से उतार अपने कब्जे में ले लिया। इन युवतियों का संबंध कश्मीर की प्रमुख महिला अलगाववादी संगठन दुख्तरान-ए-मिल्लत से बताया जा रहा है। गौरतलब है कि 14 अगस्त को पाकिस्तान में स्वतंत्रता दिवस मनाया जाता है।

Anti-India rallies held in AJK over LoC violations
August 13, 2013,  MIRPUR - People across Azad Jammu and Kashmir on Monday staged protest demonstrations against the ongoing frequent violations of the ceasefire on the Line of Control and the working boundary by the Indian army through unprovoked firing, targeting the civilian population and positions of frontline Pakistani troops as well as recent attacks by Hindu fanatics on Pakistani High Commission in New Delhi and Lahore-Delhi bus at Amritsar. Thousands of people from diverse segments, including social, political and other public representative organizations, attended the rallies held in Muzaffarabad as well as all nine district headquarters – Mirpur, Kotli, Bagh, Rawalakot, Bhimbher, Neelam Valley, Hattiyan, Haveli, Sudhanoti, and other small and major towns across AJK. “The people of Azad Jammu and Kashmir will turn AJK into a graveyard of Indian troops if Delhi commits aggression against Pakistan or AJK,” speakers warned while addressing a protest rally held here to mark the protest day against the frequent unprovoked firing by Indian troops on the Line of Control and the working boundary. “The people of AJK will stand shoulder-to-shoulder with the valiant armed forces of Pakistan for the defence of Pakistan and AJK if India launches any aggression,” they declared.
National Events Organising Committee Chairman Ch Guftar Hussain, Shakoor Mughal of All Jammu Kashmir Muslim Conference, Sohail Shuja Mujahid, president, Markazi Anjuman-e-Tajran, Ayub Muslim of Jamaat-e-Islami, KD Chaudhry, Muhammad Rasheed, Ch Gulzar Ali of Non-Gazetted Employees Union, Syed Idrees Shah of MDA Employees Organisation and others said India starts violating the Line of Control whenever the international community exerts pressure on it to settle the Kashmir issue through meaningful talks with Pakistan.
The speakers called upon the international community, including the big powers, to take immediate notice of such hostile and aggressive designs of India in the region. They also called upon the United Nations and the world community to ensure their practical role for getting the Kashmir dispute resolved through peaceful means without further loss of time to protect South Asia from any destruction. They appealed to the international community to take notice of the repeated violations of the Line of Control and the working boundary by the Indian troops for the safety of the region through an early peaceful settlement of the Kashmir conflict in line with the wishes of the people of Jammu and Kashmir. The demonstrators raised the slogans “Bhooka Nanga Hindustan”, Kashmir Baney Ga Pakistan”, Pakistan Zindabad, Pak Fauj Zindabad” and Tehreek-e-Azadi Kashmir Zindabad.

Pakistan accuses Indian troops of firing across Kashmir border, killing civilian
Aug 13, 2013, MUZAFFARABAD, Pakistan // Pakistan accused Indian troops of firing shells across the disputed border in Kashmir yesterday that killed one civilian as tensions ran high in both countries after last week's killing of Indian soldiers set off a wave of skirmishes.

The incident is the latest in a spate of recent cross-border skirmishes between the two nuclear-armed neighbours who have fought three wars since independence from the British rule in 1947, two over the Muslim-majority region of Kashmir.  Clashes flared along the 740-kilometre Line of Control (LoC) that divides Kashmir on August 6 when five Indian soldiers were ambushed and killed in the Poonch region. New Delhi blamed the attack on the Pakistan army. Islamabad denied involvement.
While tit-for-tat shelling and machine-gun fire are common along the LoC, the current round of fighting is one of the most intense since a ceasefire signed in 2003. There have been protests in both countries and rowdy scenes in India's parliament. Under pressure from the opposition, the Indian government has hinted at retaliation. A Pakistani army official said yesterday that a civilian was killed as a result of "unprovoked Indian shelling". Islamabad summoned India's deputy high commissioner to Pakistan to register its concern over the death, the Pakistani foreign office said.

A spokesman for the Indian defence ministry offered a different version of events. He said Indian posts came under heavy mortar and automatic weapon fire overnight in the same area and that India "responded effectively". He said no damage or injuries were reported on the Indian side. The disputed Himalayan region was split between India and Pakistan in 1948 but they both claim it in its entirety. They have fought two of their three wars over Kashmir and India accuses Pakistan of supporting separatist rebels fighting its rule in its part of Kashmir since 1989. The two armies have been exchanging fire on the front line since last Tuesday, straining the ceasefire that has largely held for nearly a decade.
The Indian army patrolled an area close to Poonch on India's side of the fence yesterday after three people died in riots between Hindus and Muslims over the weekend.
A curfew was in place in eight of 10 districts of the Jammu region to contain the unrest. Authorities also blocked mobile data transmission services in the region. Sporadic protests and clashes with police continued yesterday. On Pakistan's side of the border, hundreds of people took to the street in Muzaffarabad, the capital of Pakistan-controlled Kashmir, accusing India of stepping up attacks. India and Pakistan have been trying to restart stalled peace talks, possibly as early as this month, as well as arrange a meeting between the Indian prime minister Manmohan Singh and his Pakistani counterpart, Nawaz Sharif, in New York in September.

Pak-involvement to foment Islamic Terrorism in Kashmir-I

Emerging Pakistan of twentieth century in the hope as sured by Muslims for communal harmony and forever lasting peace which, was accepted by British Crown in consultation with Indian leadership, is now an epi-center of terrorism instead of peace zone. That land is deliberately used by fundamentalists and fanatic terrorists to generate Islamic terrorism to hit India, especially Kashmir to snatch it on the basis of proximity. Soon after Partition of British India, it committed an aggression, indulged in human slaughtering who so ever appeared before brutal intruders, spilled human blood like a river of water, en masse sexual assault, rape, destroyed lush green fields, set villages, towns on fine, occupied the some part of the J&K State and forwarded onward by devastating the habitation all round in the hope to capture summer capital of the State to raise its flag.
Keeping in view of increasing holocaust of continual killings, bloodshed and lamenting cry of the people for mercy and to take pity to lease their lives, India dispatched its forces to repulse the Pak-cruel forces. In the meanwhile when the Pak-aggressors were being repulsed shamelessly by vacating the State territory, the Indian ruling leadership headed by Pt. Nehru submitted a representation to UNO with a request to ask Pakistan to stop further bloodshed and surrender its State territory peacefully. Follower of non-violence and peace, he disclosed in the Parliament to give message to the Nation that it was not fit and looked nice on the basis of humanity, his conscience would not have allowed him to gun down those with whom they and their forefathers had been living for centuries with them closely as a neighbor with deep relation. They could have repulsed intruding Pak-forces very easily with their might by using violence, but they had not deemed fit to spill blood of their brothers with the use of violence, therefore they went to UNO for to ask Pakistan to stop further bloodshed and surrender their territory encroached upon through forces illegally.
In fact Pak-ruling leadership took misadventure to initiate three wars against India one after other and suffered a lot to the extent of loss its eastern part of its country which emerged as Bangladesh, a sovereign country. On the other side by admitting the UNO about the Indian sovereignty over the J&K State as an integral part of India and it was not Pakistan but India as an aggrieved party that had knocked its door for help and asked Pakistan to vacate occupied State territory encroached upon illegally for implementation for further process of its resolution for plebiscite That was the great set back for it. However, after failure and frustration it started a proxy war with an aim at to snatch State by shattering it socially and economically. It followed different strategies to split India. That job was entrusted to its terror ISI agency which had link with other terror agencies to foment terrorism in India, especially in Kashmir to destabilize its administration for challenge Indian sovereignty over it. In continuation to its terror campaign, it hijacked Fokar Friendship aircraft of Indian Lines through J&K Liberation Front in 1971, and forced it to land at Lahore (Pakistan). As soon as it landed the then Foreign Minister Zulfikar Ali Bhutto under the command of Yahya Khan rushed there to help them for maximum publicity on international level for their so called dedicated cause. India desired to send a replacement crew to fly air craft back to its land, but instead of it, the Pak-ISI handed over explosive to hijackers resulting in blown up the air-craft against the aspirations of India. In retaliate India banned all Pak-civil and military over flights through its air space which, continued in force till Simla agreement.
Apart from it, the Pak-ISI organized Sikh extremist outfits Dal Khalsa in Punjab in late 1970 to foment terrorism and took to high-jack as a weapon for intimidation in 1981 and 1984; it hijacked four Indian Air-line Aircrafts and took them to Lahore. Zia-ul-Haq regime turned down the request made by India to hand over the hijackers for trial, but instead of paying heed to the proposal, it provided five star facilities to these culprits in Nankana Sahib Gurudwara at Lahore for their future stay and for the use to organize terror activities to target Punjab. However, India informed to the international community about the Pak-designs for increasing its day by day terrorism. The protest expressed by India was somewhat responded by Pak-dictator Zia, who later on refused two Indian high-jacked planes which were to be landed at Lahore in spite of objecting London based terrorist Dr.Jagjit Singh Chouhan and U S belonging Ganga Singh based Pak- Nankana Sahib strongly, working at the behest of Pak-ISI to campaign for terrorism under terror outfit Dal Khalsa. In continuation to this, when the fourth Indian Air-Line Plane was hijacked in 1984 by Sikh terrorists to Lahore, Zia ordered to his ISI terror agency to allow it to land and help the hijackers to meet media and afterwards persuade them to go away to Delhi. The Pak-ISI found that the hijackers had intimidated the pilot with a toy pistil. After terminating the hijacking at Dubai, the local authorities handed over them to Indian officers and pistil given to them at Lahore.
In consequent upon its aggressive designs one after other, India informed the world power U S with the request to ask Pak-rulers to refrain from for hatching further shattering intrigues against it. But by responding India's worry, it pressed down Pak-rulers to send Lahore jail Dal Khalsa hijackers from Gurudawara Nankana Sahib. Afterwards, in 1992 India shared with U S against Pak-generating terrorism along with it stressed to declare Pakistan a terror sponsoring country in South Asia with imposing economic sanction. Thereafter, Bombay blast 1993, exploded by Pak-sponsored terrorists at the behest of ISI, as the explosive material used by them while escaping after the blast had been processed and manufactured in an ordnance factory of Pak-Government.
The U S had its assessment of Pak-ISI involvement of spreading terrorism in India and forced the then ruler Nawaz Shrief to remove Lt. General Javed Nazir the then Director General of ISI who it believed had a role in promoting terrorism in India. However, the U S sympathy and co-operation was encouraging, but in spite of its efforts, Pak-rulers did not budge an inch to shun its terrorism and bloodshed and continued terror operation through its patronizing Hakut-ul-Dawa (H-ul-D) previously known as Hakut-ul-Ansar (H-ul-A) which was declared by the U S as an international terror outfit in 1997. In South Asia, Pak-ISI in accordance with its state terror policy patronized L-e-T, Al Badar, Al Qaeda and other terror outfits for fomenting terrorism to hit not only India, but Russia and China that were also under its range.
The Pak-regular forces which Russia had unflinching evidence involved fighting in Degestan with the objective to establish Islamic republic. There Pak-forces found actively fighting along with secessionists in that Republic which is a part of Russia. There Pak-mercenaries led by Abdul Jabbar along with others from Arab world took part in the revolt and excited the rebels, where involvement in the Caucasian crisis had come to light and directly blamed Pak-rulers for abetting crisis in Degestan by extending financial aid Chechan rebels vide Degestan Security Services, revealed through radio on 19th August 1994. Similarly, China warned Pakistan to stop supporting terrorists for Muslim militancy in its province of Xinjiang formerly known as Sinkiang. The Chinese rulers conveyed to Pakistan that its unconditional support to them on Kashmir issue might be under gone if Muslim fundamentalists working in their country were not prevented from extending their support to Muslim militancy in its Xinjiang province. Its clear cut warning had appeared in the media on 23rd August 1999, and 12th March 2001 respectively. The involvement of Pak-army and its ISI with these terror outfits working there at their behest was clear as their annual functions had been organized by them on governmental level, and their active participation with delivering their speeches in support of their violent activities against India and other countries. In addition to this, the investigation and trial in 1995, a group of Pak-army headed by Maj. General Zaheer-ul-Islam Abbasi was arrested on a charge of planning a coup brought out that all the arrested officers had close link with M H Askasi, H-ul-M terrorist. In this regard, Pak-columnist disclosed in daily Dawn dated 19th October 1995, that the plotters had close links with terror outfits of H-ul-M and the H-ul-A. known for their involvement in international terrorism and the arrested officers were wanted by Pakistan to be involved militantly in Kashmir for its initiated so called freedom struggle. By looking into the increasing Pak-terror activities to split India in to pieces through the weapon of Islamic terrorism, India once again focused U S attention towards Pak-aggressive designs hatched against it and further proposed to declare Pakistan a state sponsoring of terrorism and with International Civil Aviation Organization to suspend the Pak-international Air-ways flights till it arrested and handed over the hijackers as well as stopped such acts of terrorism, but its lamenting request was unheeded because of its own visional policy. Although the U S had worry over rapid increasing Islamic terrorism as well as other fanatic mushrooming terror outfits and many mercenaries trained by Pak-terror agency ISI indoctrinated in madrassas wandering for terror misdeeds by posing immense danger to democracy and planning for rigid Islamic order on international level under Pak-strategies. The negative democratic movements were emerged which threatened the root of democracy in Pak-Afgh and small republics in Central Asia. In case Islamic terrorism gains success to the nuclear button, it would at once proliferate and environ many countries. So the U S as a supper power in the world should lead to save humanity at large. In case it is not checked through co-operation of world statesmen of democratic countries, it would soon be converted into nuclear terrorism.


पाक ने दागीं सात हजार गोलियां
 11 Aug 2013 राजौरी, जागरण संवाददाता। पुंछ के चकना-दा-बाग में भारतीय सीमा में घुसकर पांच जवानों की हत्या के बाद उपजा तनाव अभी खत्म नहीं हुआ था, कि पाकिस्तान ने फिर उकसाने वाली हरकत कर डाली। पाक सेना ने ईद की रात पुंछ के कृष्णा घाटी सेक्टर समेत आठ भारतीय चौकियों पर सात घंटे तक जमकर गोलीबारी की। इस दौरान पाकिस्तानी सैनिकों ने सात हजार से अधिक गोलियां दागीं और साथ में मोर्टार समेत अन्य भारी हथियारों का इस्तेमाल किया। सेना ने इसे हाल में हुआ 'सबसे बड़ा संघर्ष विराम उल्लंघन' बताया है। खराब मौसम और गोलीबारी की आड़ में आतंकियों को भारतीय क्षेत्र में प्रवेश करवाने का भी प्रयास किया गया। भारतीय सेना ने भी इसका मुंहतोड़ जवाब दिया। इसके बाद पाकिस्तानी बंदूकें शांत हो गई और घुसपैठिए भी वापस भाग गए। इस गोलीबारी में किसी भी प्रकार का नुकसान नहीं हुआ है।
रक्षा विभाग के प्रवक्ता एसएन आचार्य ने बताया, पाकिस्तानी सेना ने शुक्रवार रात करीब साढ़े दस बजे सबसे पहले कृष्णा घाटी सेक्टर की छज्जा, मान और रोशनी पोस्ट पर गोलीबारी शुरू कर दी। इसके बाद पाक सेना ने पुंछ सेक्टर की दुर्गा, लंगूर, एनके के साथ दो अन्य चौकियों पर भी गोलीबारी शुरू कर दी। पाक सेना ने भारतीय चौकियों को निशाना बनाकर सुबह छह बजे तक सात हजार से अधिक गोलियां दागीं। भारतीय सैनिकों ने भी जवाबी कार्रवाई में 4595 राउंड फायर किए, जिसमें मीडियम मशीन गन, इनसास राइफल, 11 रॉकेट और 18 मोर्टार शेल शामिल हैं। घटना के बाद पहले से सीमा पर कड़ी चौकसी को और बढ़ा दिया गया है। सेना के वरिष्ठ अधिकारी भी सीमा पर पूरे हालात पर नजर रखे हुए हैं। भीषण गोलीबारी की वजह से सीमांत गांवों के लोगों को काफी परेशानी हो रही है।
गौरतलब है कि पांच अगस्त की रात को पाकिस्तानी सेना ने आतंकियों के साथ मिलकर भारतीय क्षेत्र में प्रवेश कर पांच जवानों को शहीद कर दिया था। इसके बाद से दोनों देशों के बीच तनाव व्याप्त है। रक्षा मंत्री ने संसद में इस घटना की निंदा करते हुए पाकिस्तानी सेना के व्यवहार को क्रूर और असहनीय कहा था। पांच अगस्त के बाद भी पाकिस्तान उड़ी सेक्टर में तीन बार गोलीबारी कर संघर्ष विराम का उल्लंघन कर चुका है।



सीमा पाक ने फिर की गोलीबारी, घायल BSF जवान की मौत
August 11, 2013, 22:39  नियंत्रण रेखा, पाक की गोलीबारी, सीमा सुरक्षा बल, जवान की मौत, पुंछ, जम्मू कश्मीर, सांबा, राम निवास मीणा, जवान शहीद सीमा पर पाक ने फिर की गोलीबारी, घायल BSF जवान की मौतनई दिल्ली : जम्मू कश्मीर के सांबा जिले में पांच अगस्त को सीमा पर गोलीबारी में घायल सीमा सुरक्षा बल (बीएसएफ) के एक जवान की आज यहां अस्पताल में मौत हो गयी। भारतीय आयुर्विज्ञान संस्थान (एम्स) के डाक्टरों ने बताया कि हेड कांस्टेबल राम निवास मीणा का दिन में साढ़े 12 बजे निधन हो गया। वह जिस दिन पाकिस्तान से लगती अंतरराष्ट्रीय सीमा पर घायल हुए थे, उसी दिन उन्हें एम्स में भर्ती कराया गया था।

एम्स ट्रामा सेंटर के डॉ. एम सी मिश्रा ने कहा, गोलियां लगने से घायल मीणा ने आज दम तोड़ दिया। उन्हें 100 यूनिट रक्त और रक्त उत्पाद चढ़ाया गया था। बल के एक वरिष्ठ अधिकारी ने कहा कि मीणा का शव बीएसएफ के वाहन से राजस्थान में उनके घर भेज दिया गया। वाहन में शव के साथ उनके परिवार के सदस्य थे। सांबा के रामगढ़ में पांच अगस्त को पाकिस्तान की ओर से दो राउंड गोलियां चलने से मीणा घायल हो गए थे।

पाकिस्तान की ओर से आज की गई गोलीबारी में जम्मू सीमांत क्षेत्र में स्थित अग्रिम चौकी पर तैनात सीमा सुरक्षा बल का एक जवान घायल हो गया। पांच भारतीय सैनिकों की हत्या की घटना के बाद सीमा पर व्याप्त तनाव के बीच कुछ दिनों के भीतर संघर्षविराम के उल्लंघन की यह दूसरी घटना है। बीएसएफ के एक वरिष्ठ अधिकारी ने बताया, ‘जम्मू सीमा पर अंतरराष्ट्रीय सीमा (आईबी) के निकट अल्फा माचिल बॉर्डर आउट पोस्ट (बीओपी) क्षेत्र में आज सुबह पाकिस्तान की ओर से गोलीबारी की गयी।इस गोलीबारी में बीएसएस का एक जवान पवन कुमार घायल हो गया। उसे अस्पताल में भर्ती कराया गया है। उन्होंने पाक की इस हरकत को संघर्ष विराम का उल्लंघन बताया है।

अधिकारी ने बताया कि पाकिस्तानी गोलीबारी के दौरान बीएसएफ के जवानों ने संयम बरता। पिछले एक सप्ताह के दौरान अंतरराष्ट्रीय सीमा पर बीएसएफ के जवानों को निशाना बना कर की गयी गोलीबारी की यह दूसरी घटना है। बॉर्डर एक्शन टीम अटैक में पांच जवानों की हत्या के बाद संघर्ष विराम उल्लंघन की एक महत्वपूर्ण घटना में पाकिस्तानी सैनिकों ने कल जम्मू कश्मीर के पुंछ जिले में नियंत्रण रेखा के निकट कई भारतीय चौकियों को निशाना बनाते हुए सात घंटे तक भारी पीका गोला बारूद और मोर्टार गोलों के 7000 राउंड चलाए। (एजेंसी)

In an audacious and provocative attack, Pakistani troops entered Indian territory along the Line of Control in the Poonch sector in Jammu and Kashmir late last night and ambushed a patrol killing five Indian soldiers. Pakistani security officials denied any involvement in the deaths of Indian soldiers on the disputed and heavily militarised border in Kashmir. "There was no indiscriminate firing from our side," one security official told Reuters.  Another official, who also spoke on condition of anonymity because he was not authorised to speak to reporters, denied there had been an exchange of fire on the border between the nuclear powers. "There was no such incident whatsoever," he said. "There was no firing on the border."

He said that the attack on Indian soldiers carried out by about 20 heavily armed men dressed in Pakistani military uniforms.



5 Indian soldiers killed in attack by Pakistani troops on Indian post
Pakistani troops attacked an Indian post along the Line of Control in the Poonch sector in Jammu and Kashmir late Monday night, killing five Indian soldiers. Defence sources on Tuesday said the Pakistani soldiers intruded into the Indian territory past midnight and ambushed the Sarla post on the Indian side of the LoC. Five Indian soldiers were killed, the sources said.

Parliament outraged
The issue rocked Parliament on Tuesday with members in both Houses demanding a strong response from the Government. Both the Lok Sabha and the Rajya Sabha were adjourned till noon.

Meanwhile, Jammu and Kashmir Chief Minister Omar Abdullah tweeted, “(I) was briefed early this morning about the news that five of our soldiers had been killed on the LoC. My heartfelt condolences to their next of kin. These incidents don’t help efforts to normalise or even improve relations with Pak and call in to question the Pak Govt’s recent overtures,” he said. Army Chief Gen Bikram Singh is taking stock of the situation, Army sources said in Delhi.
The incident could cast a shadow on the resumption of the Indo-Pak dialogue process expected later this month. Prime Minister Manmohan Singh and his Pakistani counterpart Nawaz Sharif are slated to meet in New York next month on the sidelines of the UN General Assembly session. The incident comes hours after a BSF jawan was injured in firing from across Indo-Pak border in Samba district of J-K.
“There was sniper firing from some persons at around 15:55 hours from Pakistan side along the International Border (IB) at Narainpur Border Out Post (BOP) area in Ramgarh sector,” a senior BSF officer said. Two rounds were fired from Pakistan side and the bullets hit Head Constable Ram Niwas Meena of 200 Battalion, he said.

On July 27, another BSF jawan was injured when Pakistani troops violated ceasefire twice in the space of 10 hours by targeting Indian posts along the Indo-Pak border in Poonch and Kathua districts. The Pakistani troops had used mortars, RPGs and heavy machine guns leading to heavy firing exchanges.
On July 3, Pakistan violated ceasefire when it fired on cops, who had gone to LoC in Sabzian, Poonch to collect the body of a Pakistani intruder killed in an IED blast on July 1. Pakistani troops fired on troops trying to evacuate injured porters after two were killed in IED attack by Pakistani militants along LoC in Poonch on July 8.
