अपनी शर्तो पर होगी कश्मीर वापसी : ज्वाइंट फोरम

02 Aug 2013 जम्मू : कश्मीरी पंडितों की समस्याओं को संयुक्तरूप से उठाने वाले संगठन ज्वाइंट फोरम के नेताओं ने कहा है कि कश्मीरी पंडित अपनी शर्तो पर कश्मीर वापस जाएंगे। कश्मीर में उनकी पुनस्र्थापना भौगोलिक व राजनीतिक आकांक्षाओं के आधार पर होगी, जिसके लिए उनका संघर्ष जारी है। पंडित नेताओं ने मंगलवार को दिल्ली में हुई गृह मंत्रालय की संसदीय मामलों की कमेटी की बैठक द्वारा दी गई सिफारिशों का स्वागत करते हुए कहा कि पिछले चार वर्षो से केंद्र सरकार इन सिफारिशों को दबाए हुए थी, लेकिन अब कमेटी के निर्देशों के कारण सरकार को इन सिफारिशों को लागू करना पड़ेगा।

जम्मू में वीरवार को ज्वाइंट फोरम के नेता व पनुन कश्मीर के प्रधान अश्विनी चरंगू ने कहा कि कमेटी ने चार वर्ष पहले केंद्र सरकार को पंडितों की आर्थिक, शैक्षणिक व आवासीय परिस्थितियों के मद्देनजर जो सिफारिशें की थीं, उन्हें लागू नहीं किया गया है। सरकार का यह रवैया निंदनीय है। उन्होंने कहा कि कमेटी ने सरकार को एक्शन टेकन रिपोर्ट बनाने को कहा है, जिसमें कश्मीरी पंडित नेताओं के साथ बातचीत करने के निर्देश दिए गए हैं। चरंगू ने कहा कि सरकार ऐसा प्रबंधन बनाए जो कमेटी की सिफारिशों को लागू करने पर चौकस रहे।  इसके अलावा उन्होंने कमेटी की बैठक में उनकी ओर से आतंकियों के पुनर्वास पर भी रिपोर्ट पेश करने पर रोशनी डाली। सम्मेलन में वरिष्ठ फोरम के नेता हीरा लाल चट्टा, एचएन जत्तू, राकेश कौल व सरदार प्रेम सिंह ने भी अपने विचार व्यक्त किए।

विस्थापितों की वापसी लायक घाटी में माहौल नहीं

 2 अगस्त 2013 जम्मू। कश्मीरी पंडित विस्थापितों के विभिन्न संगठनों पर आधारित ज्वाइंट फोरम आफ केपी आर्गेनाइजेशन ने कश्मीर घाटी में फिलहाल वापसी से इंकार किया है। इन संगठनों के नेताओं का कहना है कि घाटी में माहौल अभी वापसी लायक नहीं बना है। जम्मू में वीरवार को संवाददाता सम्मेलन में फोरम के सदस्य एवं पनुन कश्मीर के प्रधान अश्विनी कुमार चुरंगू ने कहा कि नई दिल्ली में हुई गृह मामलों पर आधारित स्टैंडिंग कमेटी की बैठक में ज्वाइंट फोरम ने कश्मीरी पंडित विस्थापितों की समस्याओं को जोरदार तरीके से पेश किया। इसमें कश्मीरी पंडित विस्थापितों के लिए प्रधानमंत्री रोजगार पैकेज का पूरी तरह से लागू न होना और स्टैंडिंग कमेटी की सिफारिशों को सरकार की ओर से लागू न होने का मामला भी शामिल है। उन्होंने कहा कि पूर्व आतंकवादियों की जम्मू कश्मीर में वापसी को लेकर राज्य सरकार की पालिसी की रिपोर्ट भी कमेटी के चेयरमैन को सौंपी गई। आल स्टेट कश्मीरी पंडित कांफ्रेंस के प्रधान एचएल चता ने कहा कि घाटी में मंदिरों और श्राइन के संरक्षण के लिए मंदिर बिल को पारित न किए जाने पर नाराजगी जताई गई और कश्मीरी पंडितों के हत्यारों के घाटी में खुलेआम घूमने पर भी कमेटी के समक्ष चिंता जताई गई। आल इंडिया कश्मीरी पंडित कांफ्रेंस के प्रधान एचएन जत्तू ने कहा कि घाटी में माहौल अभी भी कश्मीरी पंडितों की वापसी लायक नहीं बन पाया है। अलगाववादी ताकतें घाटी में हावी है। राकेश कौल ने जगती विस्थापित टाउनशिप में रह रहे कश्मीरी पंडितों को पेश आ रही समस्याओं की जानकारी दी।

ज्वाइंट फोरम के प्रवक्ता विरेंद्र रैणा ने प्रधानमंत्री रोजगार पैकेज को आधा अधूरा लागू करने पर नाराजगी जताई और पैकेज को पूरी तरह से लागू करने पर जोर दिया। इसके अलावा उन्होंने बिरादरी के ओवरएज हो चुके युवाओं के लिए विशेष पैकेज की मांग की। इस अवसर पर केएसडीएफ के प्रधान प्रेम सिंह रैणा भी मौजूद रहे।

Gandhi bemoans ignorance of PSC

           

JAMMU, Aug 2: On July 30, a very important development took place in New Delhi. Leadership of refugees and migrants met the members of the Parliamentary Standing Committee (PSC) on Home Affairs and narrated their woeful tales. The PSC is headed by former BJP national president and MP Venkaiah Naidu and other members of the committee include LK Advani, Lalu Parshad Yadav, Rajiv Partap Rudy, Naveen Jindal and Dr V Metray. It would be interesting to note what chairman of West Pakistani Refugees Action Committee (WPRAC) Labha Ram Gandhi said while reflecting on the meeting and its significance. Talking to a senior correspondent on July 31, Labha Ram Gandhi made startling revelations and, among other things, said: "A majority of the PSC members were surprised when I briefed them about the plight of the stateless West Pakistani refugees living in Jammu and Kashmir since 1947". "Intervention of the PSC has rekindled hope among West Pakistani refugees because representatives of almost all political parties were present during the deliberations…The first-time elected representatives of all political parties were informed about these refugees and they assured to take some concrete step to solve this problem once and for all…The PSC members had sought a response from the State Government on the issue of the refugees. Although political parties across the country are aware of the Kashmiri migrants and PoK refugees, they were not aware that West Pakistani refugees living in J&K…The PSC members had admitted that denying basic fundamental rights to these refugees, majority of them Dalits, was a glaring example of human rights violation in the State. It is really shocking that successive State Governments have never projected our demands before the country. Some members were shell shocked when they were informed that despite living in J&K since 1947, West Pakistani refugees were still being denied the right to vote for Assembly, panchayat as well as urban local bodies…Except the BJP, the PSC members of other political parties were not aware of the West Pakistani refugees," he said.

Gandhi had never been that hopeful as he was after his meeting with the PSC members. A number of local BJP leaders were also present when Gandhi and his colleagues narrated their woeful tales. It needs to be underlined that the West Pakistan refugees do not have the right to immovable property, right to Government service, right to bank loan, right to higher technical and professional education, right to vote in the Assembly and local-bodies' elections and so on even after 65 years of their stay in Jammu. It must remain a matter of shame that the authorities have denied the West Pakistan refugees their fundamental rights or natural rights.

It bears recalling that on July 30 Gandhi, along with the representatives of refugees from Pakistan-occupied-Jammu and Kashmir (POJK), refugees from Kashmir and victims of terrorism and communal violence affected people discussed in detail their plight and grievances with member of PSC in New Delhi. It was an important meeting in the sense that no less than 32 members participated in the important deliberations. It was perhaps for the first time after 1947 that so many members of the PSC came to know that the hapless and abandoned West Pakistani refugees had been leading a wretched life since 1947. The credit goes to the BJP, as it all happened owing to its initiative. The BJP ensured the participation of representatives of West Pakistan refugees in the crucial meeting. The development must have unnerved the local Congress leadership, which has consistently hoodwinked and fooled the refugees from West Pakistan.
