Only one KP family returned to Kashmir: GoI

New Delhi, May 7: Government of India (GoI) Tuesday disclosed that only one migrant Kashmiri Pandit (KP) family has returned to Kashmir so far. "One family has returned to the Valley so far," Minister of State for Home R P N Singh said in a written reply in Lok Sabha when he was asked about the approximate number of KP families who have returned to the Valley so far. He said total amount disbursed by Jammu and Kashmir government, as part of ex-gratia relief to KPs, is Rs 44.77 lakh for a period between 2010-13. "No loan has been disbursed to KPs during last three years," Singh said adding total number of Kashmiri migrants staying in camps at various locations in Jammu is 4,522. He said a comprehensive package of Rs 1618.40 crore was announced by the Prime Minister in April 2008 for return and rehabilitation of Kashmiri migrants. “The package includes assistance towards housing, transit accommodation, employment/continuation of cash relief, etc,” he added.

Interlocutors favour twin city for Pandits in Valley

JAMMU, May 3: Admitting that State and Central Governments have done nothing except giving assurances on return and rehabilitation of internally displaced Kashmiri Pandits from Valley, the Central Interlocutors on J&K have recommended construction of composite twin city for Srinagar under the name of NAV Srinagar for the rehabilitation of displaced Pandits in Valley. In their final and Feed back report submitted to Union Home Ministry for consideration after meting the aggrieved people from various communities in the State during their visit, the two Interlocutors Dilip Padgoankar and Radha Kumar made it clear that the return of internally displaced Pandits can be only possible by settling the entire KP community at a single concentrated place just like Sikhs, Shias etc live in concentrated places in Kashmir.

Expressing concern over the plight of the KP students and youth, the interlocutors have also recommended that the displaced youth be given Government services and colleges. Admitting that the ethnic cleansing on displaced Pandits was forced on them, the interlocutors made it clear that the return of the community can’t be made under any truncated formula. They strongly advocated for acceptance of the guidelines given by the Working Group on internally displaced people at UN Human Rights Council in this regard.

In their recommendations they further suggested that at least four out of a compendium of fundamentals are of vital importance those are non refloulment, concentrated and comprehensive living, recognition of specific identity and political empowerment with viable means of sustenance. The interlocutors have urged the Government to implement return formula of Pandits in letter and spirit. They expressed concern that the political, economic and social space of Pandits is shrinking in Valley and also recommended that Pandits should have minority positions in Assembly and Legislative Council of the state. It may be recalled that the recommendations were made by the two interlocutors Dilip Padgoankar and Rada Kumar after visiting the State last year to have the feed back from the aggrieved people.

They also met a cross section of people in the State including some displaced Pandits who expressed their concern for not taking up the issue of displaced Pandits who are the real victims of the turmoil in the State in their report submitted to Union Home Ministry. A memorandum to them was also submitted to them by Jammu Kashmir Nationalist Movement, (JKNM) Surinder Ambardar Peace Activist and Political analyst.

The JKNM convener Dr K N Pandita later welcomed the recommendations especially the concept of NAV Srinagar for rehabilitation of displaced People in Valley.

However the recommendations have generated a serious debate among the displaced people while Panun Kashmir factions said that they have already rejected the recommendations as they strongly vouch for separate homeland within Kashmir valley as per the Margdarshan resolution of 1991.

PK convener Dr Agnishekhar, its chairman Dr Ajay Chrungoo and national spokesperson Virender Riana while expressing their surprise over the report asked what is the relevance of this report when already the interlocutors have submitted their report to Union Home Ministry. 15 वर्ष बाद भी विस्थापितों का वनवास खत्म नहीं

रियासी। भगवान श्री राम को मिला वनवास 14 वर्षों के बाद पूरा हो गया था। जिसके बाद अयोध्या में घी के दीये जलाए गए, लेकिन वर्ष 1997-98 के दौरान आतंकवाद के कारण अपना घर, जमीन-जायदाद छोड़कर पलायन करके आए विस्थापितों को 15 वर्ष बीत जाने के बाद भी इन लोगों का वनवास पूरा होता नजर नहीं आ रहा है। इन विस्थापितों को अब तक कई प्रकार की मूलभूत सुविधाएं प्राप्त नहीं हुई हैं। हालात यह है कि उम्रदराज हो चुके बुजुर्गों की हालत सुविधाओं को ढूंढते-ढूंढते पतली हो चुकी है। युवा हो रहे लड़के और लड़कियों के साथ ही बच्चों का भविष्य भी दांव पर लगा हुआ है। विस्थापितों के द्वारा अपना हक पाने के लिए कई धरने प्रदर्शन भी किये गये, लेकिन सरकार द्वारा सुप्रीम कोर्ट के निर्देश को भी आज तक दरकिनार किया गया है।

माइग्रेंट एक्शन कमेटी के प्रधान जगदेव सिंह के मुताबिक, तलवाड़ा कालोनी में जिला रियासी के साथ ही रामबन, डोडा, राजोरी के पहाड़ी और दूरदराज के क्षेत्रों के आतंकवाद प्रभावित लोग रह रहे हैं। कई विस्थापित परिवार अरनास, ग्रां मोड़, पौनी, रनसू, भागा इत्यादि ग्रामीण क्षेत्रों में भी रह रहे हैं। सुप्रीम कोर्ट में पैंथर्स सुप्रीमो द्वारा दायर की गई याचिका के बाद कोर्ट ने जम्मू संभाग के विस्थापितों कश्मीरी विस्थापितों की भांति ही राहत दिए जाने के निर्देश दिए थे, लेकिन वह निर्देश आज भी कागजों तक ही सिमटे हुए हैं।

मौजूदा समय में विस्थापितों को प्रति व्यक्ति के हिसाब से दो किलो चावल जबकि नौ किलो आटा प्रति माह मिलता है। वहीं एक विस्थापित परिवार को दस लीटर केरोसिन प्रति माह मिलता है, लेकिन ये पर्याप्त नहीं हैं। विस्थापित महिला तारो देवी कहती है कि सरकार द्वारा एक परिवार को चार सौ रुपये से 1600 रुपये की आर्थिक मदद हर महीने देने का निर्देश दिया है। अगर परिवार में एक सदस्य है तो उसे 400, दो सदस्यों को 800 तथा तीन सदस्यों को 1200 रुपये मिलते हैं। जबकि चार या इससे ज्यादा की संख्या वाले परिवार को 1600 रुपये ही प्रति माह मिलते हैं, लेकिन महंगाई के इस दौर में इन रुपयों से गुजारा कर पाना मुश्किल ही नहीं नामुमकिन भी है।

विस्थापित करनैल सिंह के अनुसार, आतंकवाद से पलायन कर तलवाड़ा पहुंचे विस्थापित जिन क्वार्टरों में रह रहे हैं उन्हें सलाल प्रोजेक्ट बनाते समय नियमित किया गया था। 35 वर्ष पहले बनाये गए इन क्वार्टरों की हालत काफी खस्ताहाल हो चुकी है। विस्थापितों इसमें बने दो कमरों में ही रहते और खाना बनाते हैं। बुजुर्ग पंजाब सिंह ने बताया कि जबसे वे विस्थापित होकर आए हैं तब के तत्कालीन मुख्यमंत्री फारूक अब्दुल्ला के बाद मुख्यमंत्री मुफ्ती मोहम्मद सईद तथा मुख्यमंत्री गुलाम नबी आजाद के पास वे लोग अपनी समस्या पहुंचा चुके हैं। मुख्यमंत्री उमर अब्दुल्ला को भी उनकी यथास्थिति के बारे में पता है, लेकिन कोई सुनवाई नहीं हुई है। बुजुर्ग ने कहा कि वह चिट्ठी-पत्र भी कई लिखे, लेकिन तलवाड़ा पोस्ट आफिस बंद रहने के कारण जानकारी नहीं मिल पाती है।

15 वर्ष पहले जब आतंकवाद अपने पूरे चरम सीमा पर था तो संभाग के कई हिस्सों में आतंकवाद प्रभावित लोगों का पलायन हुआ था। पूरे संभाग में 2400 के लगभग विस्थापित परिवार रह रहे हैं। सिर्फ जिला रियासी से ही 1384 परिवार सकुशल स्थानों पर रह रहे हैं, लेकिन विस्थापित परिवारों में 642 परिवार ही जिला प्रशासन द्वारा तैयार की गई सूची के खाते में हैं। इन परिवारों को ही राशन आदि की सुविधा दी जाती है। बाकी बचे 742 परिवारों का किसी स्थान पर कोई खाता नहीं है। विस्थापितों द्वारा राहत राशि तथा राशन को बढ़ाये जाने के साथ ही बच्चों के लिए अच्छी शिक्षा, खस्ताहाल क्वार्टरों की स्थिति में सुधार लाने, पीने के पानी की कमी को दूर करने, युवाओं को रोजगार मुहैया करवाने के अलावा कई अन्य मांगें समय-समय पर दोहराई जाती हैं, लेकिन कोई सुनवाई नहीं हुई है।
