4080 militants including 279 commanders surrendered in 23 yrs'
Reformed get Rs 3000 per month, report
SRINAGAR, Dec 19: Four thousand and eighty militants including 279 commanders have surrendered before the security forces during the past twenty-three years, says a report of the State Home Department. A local news agency that claims possession of the report said 2881 youth who surrendered their weapons have been rehabilitated till date. They get a monthly stipend of Rs 3000 every month and the Government intends to spend Rs 3 lakhs on their welfare, the report said. However, the amount has to be spent in three years. An analysis of the report reveals that the number of surrenders has gone down during the past few years. This year only one militant has surrendered his weapons, the report said adding 19 militants laid down their arms in 2011.
According to the report 20, 15 and 38 militants surrendered before various security agencies in 2010, 2009 and 2008 respectively. Similarly 122 trained militants handed over their arms in 2007 to the security forces to live a normal life. In the preceding year (2006) 190 militants chose to shun the path of violence. Sixty-four laid down their arms in 2005 and 137 in 2004, said the report adding the number was 119 in 2003 and 159 in 2002. The report said 85 and 104 militants surrendered their arms in 2001 and 2000 respectively. The highest number of surrenders, the report said was witnessed in 1996 when 655 militants surrendered. In 1995 the number was 601. Pertinently these were the years when counter-insurgency had pushed militants to the wall.
The report while giving details of 1991 said 612 militants surrendered their weapons. "444 in 1992, 270 in 1997, 187 in 1998, 109 in 1999, 98 in 1993 and 32 in 1994 laid down their arms", the report said
